Important decision regarding Organizations’ efforts in areas controlled by the Peace Govt

 The Chairman of the National Humanitarian Access Authority in the Government of Peace and Unity, Ezz El-Din El-Safi, announced today, Wednesday, an important decision regarding the regulation of the efforts put forth by foreign and national organizations operating within the Jurisdiction of the Government of Peace.

Ministerial Decision No. (1) of 2026

 Pursuant to the provisions of Article 73(e) of the Transitional Constitution of the Republic of Sudan (2025), and in accordance with the powers and authority vested in me under Article (4) of the Humanitarian Access Decision (2025), I hereby issue the following Decision:

This Decision shall be cited as the “Decision on the Governance and Regulation of the Activities of Foreign and National Organizations operating within the Jurisdiction of the Government of Peace” and shall enter into force on the date of its issuance.

The Decision:

In order to regulate and facilitate the work of organizations operating in the humanitarian field, ensure the smooth flow of humanitarian aid, and protect humanitarian personnel, this Decision is hereby issued and sets forth the following policies:

1. The Registration of Organizations:

a) All foreign and national organizations shall complete registration procedures and obtain accreditation certificates within thirty (30) days from the date of issuance of this Decision. No organization shall be permitted to carry out any activities within the jurisdiction of the Government of Peace upon the expiry of the grace period specified herein.

b) The registration certificate shall be issued within seventy-two (72) hours from the completion of all required registration procedures.

2. The Technical Agreement:

All foreign organizations operating within the areas of the Government of Peace shall sign a Technical Agreement, which shall include, inter alia, details of the projects, areas of implementation, proposed budgets, as well as mechanisms for monitoring, evaluation, and impact assessment.

3. Cooperation with the United Nations:

All United Nations Agencies shall reopen their offices across the areas under the jurisdiction of the Government of Peace within forty-five (45) days from the date of this Decision. Failure to comply with this requirement may subject the representatives of those agencies to administrative measures, including the revocation of their entry approval.
