Gen. Mohamed&nbsp;Hamdan&nbsp;Daglo, issued Decree No. (5) of 2026 on Tuesday, April 14th, appointing and forming the Council of Regions, pursuant to the provisions of the 2025 Transitional Constitution of the Republic of Sudan.&nbsp;<\/p>\n\n\n\n<p>According to the decree, Arno&nbsp;Ngotello&nbsp;Lodi&nbsp;Aper&nbsp;was appointed Chairman of the Council of Regions, whilst Makin Hamid&nbsp;Tirab&nbsp;Damdumwas appointed Vice-Chairman of the Council, along with Twenty-two members to represent the various regions in an effort to complete the transitional government structures and strengthen regional representation in State institutions.&nbsp;<\/p>\n\n\n\n<p>The aforementioned decree constitutes a pivotal step in the process of establishing State institutions, as the Council of Regions represents one of the pillars of the National Legislative Assembly and the first legislative body to be formed in the country in nearly seven years, which, in turn, awards the Council particular importance in terms of legislation and oversight during the transitional period.&nbsp;<\/p>\n\n\n\n<p>The Council further reinforces the principle of balanced regional representation in decision-making, contributing to the protection of regional rights and limiting the hegemony of the central government. In consequence, this serves to support the principles of decentralized governance and reflects the aspirations of Sudan&#8217;s diverse regions.&nbsp;<\/p>\n\n\n\n<p>In addition, the decree affirmed that the Council of Regions will exercise its functions and powers independently and without undue interference or influence from the Presidential Council, the Council of Ministers, or any other entity, thus ensuring its full constitutional role within the transitional regime.&nbsp;<\/p>\n\n\n\n<p>In conclusion, the decree issued by the Chairman of the Presidential Council directed all competent authorities, each within their respective mandates, to take the necessary measures to ensure the immediate and effective implementation of the decree.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Chairman of the Presidential Council of the Peace and Unity Government, Lt.
