Ministerial Decree to Form Technical Supervisory Committee for the Sudanese Certificate Examinations

The Ministry of Education issued a decree forming a Technical Committee to oversee the Sudanese Certificate examinations for the 2025-2026 academic year. This initiative is brought to light as part of the efforts put forth to overcome the obstacles which have hindered the educational process following the outbreak of the April 15th war, and in order to ensure adherence to strict standards of quality and integrity in the organization of examinations.
The decree, issued on Monday, February 23rd, and signed by the Minister of Education, Koko Mohamed Jagdol, explained that the Committee’s formation comes in response to the security and logistical challenges that have impeded the field of education, moreover, it addresses the urgent issues outlined in the Peace Government’s program, foremost amongst them, is the Sudanese Certificate examinations.
The decree appointed Mr. Hafiz Ahmed Omar Suleiman, Director General of the Ministry of Education in South Darfur state, as Chairman of the Committee, whilst the Director General of the Ministry of Education in the liberated territories (Kauda) will serve as Vice-Chairman.
Furthermore, the Committee membership includes the directors general of the Ministries of Education in the states of Central, South, West, and East Darfur; the Director General of the Ministry of Education in West Kordofan state; Secondary (High-School) Principals in the aforementioned states; in addition to representatives for teachers, the Federal Police, Military Intelligence, the General Intelligence Service, the Prime Minister’s Office, and the Ministry of Finance and Economy, as well as a number of educational experts.
In addition, the decree appointed Mr. Khalid Mohamed Ibrahim, Director of Educational Planning and Statistics in South Darfur state, as the Committee’s rapporteur.
The decree outlined several key tasks for the Technical Supervisory Committee, most notably of which:
° Developing a comprehensive plan for the Sudanese Certificate examinations in an effort to accommodate students who have been deprived of the opportunity to take the exams since the outbreak of the ongoing war.
° Making arrangements to address the academic learning loss resulting from the disruption of the educational process.
° Overseeing the preparation of the Sudanese Certificate examinations for the 2025-2026 academic year, evaluating the results, and submitting recommendations to the relevant authorities.
° Ensuring the availability of the necessary funding to cover the operational costs related to preparation and implementation.
° Creating a suitable environment that enables students to take the examinations in safe/secure conditions.
° Ensuring the confidentiality of the examinations and transparency in the marking process and the announcement of results.
° Coordinating with relevant authorities in an effort to overcome the administrative, logistical, financial, and security obstacles associated with the examination process under the current circumstances in the country.
Furthermore, the decree stipulated that the Committee should begin performing its duties immediately, granted the authority to enlist the assistance of whomever it deems appropriate to accomplish its tasks, and that its term should conclude upon the announcement of the Sudanese Certificate examination results. The decree further obligated all relevant authorities to provide the necessary support to the Committee to enable the latter to fully perform its duties.
