Tasees: The Government of Peace and Unity to be announced within days

Sources from the Sudan Founding Alliance (Tasees), which intends to form the Government of Peace and Unity, stated that the next few days will witness the formation of the new Authority’s pillars at its three levels (the Government, the Presidential Council, and the Legislative Body – Parliament).

The sources, who requested anonymity, told (Asharq Al-Awsat) that the Leadership Body recently announced, and headed by Lt. Gen. Mohamed Hamdan Daglo, the Commander of the Rapid Support Forces (RSF), consists of (31 members) and will work to implement the constitutional obligations agreed upon in the Transitional Constitution, most notably of which is the formation of the new authority structures at its three levels. This particular step is expected to be announced within days.

Following months of deliberations, the components of the Sudan Founding Alliance, known by the acronym (Tasees), endorsed the selection of the RSF Commander, Mohamed Hamdan Daglo “Hemedti,” as Chairman of the Alliance’s Leadership Body, with the head of Sudan People’s Liberation Movement-North (SPLM-N), Abdel Aziz Adam Al-Hilu, as his deputy. According to sources, the announcement detailing the members of the Leadership Body will take place in Nyala, the capital of South Darfur state, which is widely expected to be the headquarters of the new government.

The Leadership Body
A source in a leadership position within (Tasees) shared that the Leadership Body of (Tasees) consists of (31 members), representing the heads and leaders of military factions and political parties, as well as the civilian forces that previously signed the Political Charter and the Transitional Constitution.

The source explained that the Leadership Body of the Alliance will be tasked with overseeing the formation of three temporary committees: The Foreign Relations Committee, the Political Communications Committee, and the Humanitarian Affairs Committee. The purpose of the aforementioned committees is to support the Executive Body, in an effort to prevent any overlap or competition in regards to the performance of its duties. Furthermore, the Leadership Body has the right to form any other committees to carry out specific tasks.
According to the source, the leadership body’s responsibilities -in addition to forming the government- include developing general policies, plans, and programs in accordance with the agreed upon Founding Charter, as well as overseeing political activities.

In addition to the selection of the head of the Leadership Body, Daglo, and his deputy, Al-Hilu; the Alliance stipulated the appointment of Dr. Alaa El-Din Nugud as it’s official spokesperson, as well as Makin Hamid Tirab, who was awarded the position of rapporteur, tasked with managing the leadership body’s affairs.

The source stated that the Alliance is “very close” to forming a government. The intended government is expected to include representation from all political forces, military factions, and other groups within the Alliance, with fair and appropriate representation of women in the transitional authority structures.

Nyala as Government Headquarters:
The intended government will -likely- be temporarily running its affairs from Nyala, where the Alliance’s founding declaration was announced, until a permanent headquarters for the capital is agreed upon.

The Transitional Constitution stipulates a two-stage transitional period: a pre-founding transitional period, that starts from the moment the constitution comes into effect and continuing until the end of the wars is declared, followed by a founding transitional period, beginning -immediately- after the official declaration of a cessation of hostilities and extending for ten years.

The Constitution obligates the Transitional Peace Government to initiate the necessary steps to establish a unified, professional, and national army, with a new military doctrine. This Army will consist of the Rapid Support Forces, the Popular Army and Sudan People’s Liberation Movement-North, in addition to the Armed Struggle Movements that signed the Sudan Founding Charter, which will constitute the nucleus of the new national Army.

The Sudan Founding Alliance was formed in the Kenyan capital, Nairobi, on (February 22nd). It includes the Rapid Support Forces, Armed Movements, political parties, and civilian forces. The most prominent of which is the Sudan People’s Liberation Movement-North led by Abdelaziz al-Hilu, whose forces control areas in South Kordofan and the Nuba Mountains; in addition to the Revolutionary Front, which consists of several Darfuri Armed Movements; factions of the Umma and Democratic Unionist parties; as well as independent figures.
